The Program Manager, Licensing will provide operational oversight of our West and Southwest regional offices and advise and assist the Licensing and Recruitment Director in all aspects of resource home licensing and recruitment for the Samaritas foster care program.  This includes coordination of ongoing foster home services, development and execution of recruitment strategies, oversight and coordination of foster parent licensing responsibilities, and ensuring relative caregivers are provided with enhanced supports and access to needed resources.

Duties And Responsibilities

The Program Manager, Licensing and Recruitment will provide operational oversight of assigned programs and advise and assist the Licensing and Recruitment Director in all aspects of the statewide resource home licensing and recruitment for the Samaritas foster care program.  This includes coordination of ongoing foster home services, development and execution of recruitment strategies, oversight and coordination of resource parent licensing responsibilities, and ensuring relative caregivers are provided with enhanced supports and access to needed resources.  

Duties and Responsibilities

  1. Participate in program planning, goal setting, outcomes evaluation and measurement, and continuous quality improvement initiatives with the Director.
  2. Provide leadership to staff, including supervisors. Manage the operations of assigned program, ensuring adherence to all applicable regulatory and quality assurance standards and state, contract, and organization policy and procedures.
  3. Oversee recruitment of an adequate number of quality foster homes statewide in accordance with program census, market demand, and organization and contractual requirements and standards. Oversee support, training and development of all resource and kinship families. Ensure an accurate and daily updated list of all foster homes and resource families currently being served by program within each assigned region.
  4. Develop and maintain thorough knowledge and understanding of community resources; network with community agencies. Maintain current knowledge of, devise, implement and evaluate strategies and recruitment plans in alignment with the statewide Diligent Recruitment and Retention Plan.
  5. Partner with Human Resources in staff attraction and retention efforts, including hiring, onboarding, coaching and counseling and performance management. Ensure delegation of responsibility and accountability.
  6. Audit case records at least quarterly to ensure completeness and compliance with prescribed service and licensing standards. Coordinate with foster care peers for licensing program needs for foster care audits.
  7. Consult with casework and supervisory staff to assist in making replacement decisions. Ensure effective teaming and coordination of licensing and foster care case management staff to assist in immediate and long-term permanency needs of children served.
  8. Develop and maintain effective working relationships with administrators and comparable personnel at other agencies; represent the organization in interagency context and serve on committees as assigned.
  9. Participate in the development, implementation and monitoring of the department’s annual operating budget within organization fiscal guidelines; ensure adherence to Corporate Financial Policies and procedures.

 

Qualifications

Qualifications

Education, Training, and Licensure/Certification

  • Master's Degree in a Human Services related field with one-year supervisory experience and three years’ experience as a social services worker,

Or 

  • Bachelor’s degree in a Human Services related field with two years supervisory experience and four years’ experience as a social service worker.
  • State of Michigan licensure preferred.

Additional Work Requirements

  • Participate, as required, in a system of 24-hour availability to persons served. Flexible work schedule that may include extended hours.
  • Unrestricted valid driver’s license with good driving record. Reliable personal transportation suitable for safely transporting persons served, proof of current automobile insurance.
